July 1, 2017 Research and Evidence Systemic conditions for innovation in children’s social care – Thematic report Evaluation ReportsBy Professor Judy Sebba, Dr Nikki Luke, Di McNeish, Dr Alun Rees This report presents the key messages about the conditions in the children’s social care system that support or limit innovation that leads to improvement. The evidence is drawn from the evaluation of the first phase, known as Wave 1 (2014-2016), of the DfE’s Children’s Social Care Innovation Programme. The meaning of innovation and the contextual conditions that assist innovation to be a driver for change are considered, in particular in children’s services. The conditions that enabled some of the 57 innovation projects to progress effectively, and in some cases, improve outcomes for children and families, are identified. External Resource
